Answer: We do the opposite thing. Instead of speeding up white blood cell replication, we slow down viral replication. That is the purpose of the antiviral drugs used against HIV. I doubt we could appreciably speed up the replication of white blood cells. Even if we did, there would be the potential for cancer to result. Uncontrolled cell replication is almost always a bad thing. I didn't understand the last part of your question, so I can't answer that!
